Liu Xiufan

Liu Xiufan, elected to the Chinese Academy of Engineering in 2005, graduated from the Department of Veterinary Medicine at the Northern Jiangsu Agricultural College in July 1965. He is currently a professor of the College of Veterinary Medicine at Yangzhou University, Director of the National Key Subject of Preventive Veterinary Medicine, Director of the Key Open Laboratory of Animal and Poultry Infectious Diseases of the Ministry of Agriculture.

Professor Liu has ever studied biotechnology at Michigan State University, worked as a visiting professor at the Institute of Avian Diseases and Oncology of the United States Department of Agriculture (USDA), and the National Institutes of Health (NIH).

Professor Liu has won numerous state-level research grants including National High-tech R&D Program of China (863 Program), National Basic Research Program of China (973 Program), and major projects of the National Natural Science Foundation of China. The research on the medium-virulent live vaccine of chicken infectious bursal disease (NF 8 strain) was awarded the second prize of National Scientific and Technological Progress. The Quarantine Regulations of Newcastle Diseases was appraised as the national standard by the Ministry of Agriculture in 2000, and awarded the third prize of Scientific and Technological Progress by the Ministry of Agriculture, the first, second and third prizes of Scientific and Technological Progress in Jiangsu Province, and the third prize of Scientific and Technological Progress by the Ministry of Education. It is the first to apply monoclonal antibody technology in the animal epidemics and disease prevention and control system in China. More than 100 monoclonal antibodies against important animal pathogens have been developed, and a new method for rapid diagnosis and test has been established. Five new vaccines, including the inactivated avian influenza (H9 subtype) vaccine and chicken Marek's disease 2+3 bivalent live vaccines, have been developed, and obtained the national new veterinary drug certificate. Approved for industrial production as the national model, they have occupied a larger market share and produced numerous economic and social benefits.

Professor Liu, author of the first textbook Veterinary Epidemiology in China and more than 200 research articles, has pioneered many basic work in the epidemiological studies of avian influenza, Newcastle disease and other animal epidemics in China, which provides an important scientific basis for formulating effective prevention and control measures of related epidemics. He has also made discoveries in the basic research of pathogenesis, immune mechanism and genome structure of Newcastle disease virus of significant livestock and poultry diseases.

He was awarded the titles of National Young and Middle-aged Expert with Outstanding Contributions in 1986, and National Advanced Scientific and Technological Educator in 1990. He has enjoyed the special government allowance issued by the State Council since 1991. He was awarded the titles of Excellent Academic Leader of Subject Areas in Jiangsu Province in 1993, and Excellent Graduate Supervisor in Jiangsu Province in 1996 and 2000. He won the Golden Globe Award for Education issued by the Pennington Education Foundation of Hong Kong in 1997. He was awarded the Moral Model in Teaching in Jiangsu Province in 2000, the National Model Teacher in 2004, and the Chinese Agricultural Talent in 2005. He won the He-Liang-He-Li Fund Award for Science and Technology Innovation in 2006.

He was a Member of the 11th CPPCC National Committee, a Member of the Academic Degree Committee of the State Council, and a Member of the Teaching Guidance Committee of the Ministry of Agriculture. He also served as Vice-director of the Standing Committee of the Yangzhou People’s Congress, a Representative of the Ninth and Tenth National People’s Congress.
